web site faced its first big test today since the obama administration said that it met its deadline to make healthcare.gov work smoothly for the vast majority of shoppers. trouble since the site's debut in october has cut into enrollments. we learned today that 100,000 signed up in november for a total of more than 206,000 so far, but that is a million short of the enrollees projected. wyatt andrews has been checking into the web site today. wyatt? >> reporter: scott, the administration says that 375,000 people tried to shop on healthcare.gov and that was before noon today. officials called that a strong sign of interest but, again, that high a number created some problems. when june miles-mays tried to sign up for obamacare at a miami health center, the web site put her on hold. . it is a problem that unlike , japan and the republic of south korea, the obama administration has had a different position in terms of civilian airliners going over that. the problem with the air defense zone that china has asserted is it goes far beyond the normal practice. normally when a civilian airliner goes over in the air defense identification zone, they'll have to collaborate with , in this case, china, if they are in the sovereign territory. if you are landing, china says you have to come through. i personally agree with japan and the republic of korea that china needs to roll back the air defense identification zone over the east china sea. host: how would you grade or rate secretary kerry on how he is administering it? guest: a couple of caveats -- i'm always uncomfortable with grades. they can be kind of flippant. any tech -- any secretary of state, republican and democrat, will enjoy successes and failures. if i have to grade him, i will do it two ways. first, secretary kerry's performance, putting aside the prudence of policies that the president has asked him to push forward, i th

is the obama administration has used its executive authority to tinker with the law in where they think congress should have a say. some of this criticism reaches well beyond logic. let's go back to sarah palin. the notion death panels are in there. the first she referred to was end of life consultations. that was stripped from the legislation because of the uproar she caused. it's not in there now. but years later she's acting as if it is. so there's a bit of lunacy to these criticisms. it's not based in fact at all. that's what clouds this debate. you don't know what are pure fabrications or gripes. >> don't you think party appeal, sam, of sarah palin is she doesn't give a rat's butt what the facts are. and i think that is her wild attraction. she's almost squirrely in that way that she wants to say wild things. we'll say that's not true. she'll just come back and say that's being technical or you're dealing with facts there. >> or she'll find some other provision to claim it's a death panel. for example the independent payment advisory board. i agree with you. there's sort of an allu

obama care tax that is reportedly pricey. we are trying to learn if this administration has quietly passed a rule giving unions a very big break on that tax. trace gallagher has the story. >> reporter: the tax is called a reinsurance fee. it's on nearly every health plan for the first three years, meant to raise about $25 billion over the three years to help pay for people with pre-existing conditions. if the change is approved nobody would be exempt next year. in 2015 and 2016 groups that act as their own insurance companies and their own claims processors would be exempt to unions that self-insure would greatly benefit. republican senator orin hatch says it certainly looks like the obama administration is looking at a special deal for unions which is deeply concerning given the problems that all americans are facing due to obama care. now the unions argue this is not aimed at them. it's not nearly enough. the laborers union says, again quoting, as the new regulations offer no substantive relief for our health care plan the laborers union will continue to look for opportunities to
